How this is calculated

Import duty is your CIF value multiplied by the duty rate. VAT is then charged on CIF plus duty combined, at Thailand’s current reduced 7% rate. Total import tax is duty plus VAT.

Why is VAT calculated on CIF plus duty, not just CIF?
